Multi-use Channels for Flood Control and Trail/Rapid Transit
Houston s long-term prosperity is hindered by three problems: flooding, shortage of water resource and traffic congestion. They could be addressed with multi-use infrastructures.
There are two ways to mitigate flooding: storing water in detention/retention basins and conveying water to sea with channels. For detention, a reservoir can turn excess water into fresh water resource. For conveyance, a multi-use channel can convey massive amount of water during extreme weather and alleviate traffic congestion during other weather conditions.
In the greater Houston region, Barker and Addicks reservoirs could be deepened and serve as fresh water resources. This type of multi-use is common. It will enhance the water supply as the storage capacity in Lake of Houston is reduced by over 30% due to sediments.
Multi-use channels are not new to Houstonians. Buffalo Bayou has been deepened into a shipping channel with the functions of ports, shipping and flood control. Trails have been built inside Buffalo Bayou Park near Downtown. These trails are elevated at the middle of banks and enjoyed by hikers and bikers. A street can be upgraded into multi-use with normal traffic at the surface and light rail or drainage inside reinforced concrete culvert (RCC).
RCC has been proposed to replace and retain the bayou banks (refer to Super Bayou and Strategy for details). In addition to tripling water conveyance capacity without widening during extreme weather, RCC supports a service road during other weather conditions. Multiuse channel uses commonly available and proven materials. It is effective and affordable. As billions dollars will be spent in the region, what urgently needed is inter-disciplinary planning in a regional approach. The prerequisite is that all related agencies embrace multi-use channel concept.
